Pending bifurcation of AMR-AP Academy of Rural Development (APARD), the combined AP, the residuary AP made a stop gap arrangement of State Institute for Rural Development (SIRD) in 2015 as an Apex Training Institute in Rural Development and Panchayat Raj for capacity building. As per MoRD guidelines, the institute is renamed as AP State Institute for Rural Development & Panchayat Raj (APSIRDPR) vide GO Ms No.92, PR&RD (RD.III) Department dated 29.08.2018. After the creation of new department of GV/WV & VS/WS Department vide GO Ms No.156, GA (Cabinet.II) Department dated 21.12.2019, APSIRDPR is brought under its control vide GO Ms No.02, GV/WV & VS/WS Department dated 16.06.2020. Accordingly, PR&RD Department has transferred APSIRDPR to GV/WV & VS/WS Department vide GO Ms No.407, PR&RD (RD.III) Department dated 13.07.2020.
APSIRDPR imparts Capacity building Trainings to the Elected Representatives of PRIs and Functionaries of PR & RD and GV/WV & VS/WS Departments

ReplyDeleteGovernment has followed the method of one panchayat secretary to multiple panchayats when there was a scarcity of secretaries before the year 2019. But after this government came to power it has recruited all the vacant posts of number 7040 by notifying them as grade 5 Panchayat secretaries so that each panchayat can have one secratary and the burden on earlier secretaries can be reduced in the administration of panchayats. But even after two years of this recruitment nothing has changed. Still the same old practice of one panchayat secretary administering multiple panchayats is continuing. There is no allocation of panchayats to grade 5 secretaries. They are treated merely as assistants to earlier secretaries. Is it not the wastage of human resources. How can we achieve the sustainable development goals with out solving such important issues which will have greater impact on the society. I hope this platform can help in resolving this issue by conveying it to the government. Thankyou.
